TLDR : Answer Summary
A one year non-B visa extension issued while in Thailand is a zero-entry visa, meaning it does not have any entry limitations as it's granted within the country. If a non-B visa is issued outside of Thailand, it can either be single or multiple entry, depending on the application. Additionally, you can apply for a re-entry permit if you wish to leave Thailand and re-enter, which can be for a single re-entry at 1,000 baht or multiple re-entries at 3,800 baht.

Non-B visas are valid for 1 year. Re-entry can be done 1 time for 1,000 baht or multiple times for 3,800 baht.
no. All extensions are zero entry. You can apply for a re-entry permit as mentioned above but that doesn't make your extension multiple entry. It just means you can leave and return without losing your extension.

An extension is neither. But you can make it either single or multi by applying for a re-entry permit when you're exiting the country

A visa or extension issued inside Thailand will be zero entry. You're already in the country.
A visa issued outside of the country might be single or multiple entry, it depends on what you applied for.
