What are the requirements and reporting obligations for the 10-year Non-O-X retirement visa in Thailand?

Hello all! I am researching the 10-year Non-O-X retirement visa on behalf of my boss and can't find answers to three questions, maybe someone can help?

1. "Foreigners must report, in person, to the immigration officer every 1 year for the examination of the qualifications and supporting documents". - If the visa holder is not going to remain in Thailand full-time/ be there each consecutive year, can somebody (a local representative under power of attorney) report to the immigration officer on his behalf? Or is it only necessary to report in those years when the visa holder is in the country?

2. A bank account in a Thai bank with 3 million THB deposit is required to apply for the Non-O-X visa. But how can the bank account be opened before the visa is granted, from abroad, without the person's presence in Thailand?

3. If the visa applicant has dual citizenship (UK and Russia), may he provide part of the required documents issued in the UK (such as Certificate of criminal record clearance) and part of the documents issued in Russia (such as the medical certificate)?

I recommend not getting the O-X..Far too many complications. Plus this Visa has proven not to be very popular.

The 5 year Elite Visa at 600,000 Baht is far less complicated - Plus has VIP Status.

There is also a 20 year version.

hoe come many complications.just easy to get that few papers and the money stays yours! Cost is 400 us dollars. Elite visa looks more complicaties and price is 1.000.000 baht for 10. Years. 400 dollars versus 1 millon baht !

The Non-OX visa is a multiple entry retirement visa. On each entry, a person is granted a 5 year stamp.

No, if the visa hold is not in Thailand for the entire year, then they would not need to go to the immigration office.

They would need proof that they have 3M THB deposited in a bank account back home. They will then get time to open a bank account in Thailand and transfer the money over.

Russian passport holders do NOT qualify for the Non-OX visa, but UK citizens can. I would ask the Thai consulate in London for their opinion, but I would assume the answer is no.
