Hello quick question for a friend, can Russian citizens on a 30 day tourist entry stamp extend another 30 days?

NORMALLY no russians can't get 30 day extensions on a 30 day visa waiver entry they come in on, they can get a 7 day stamp and leave.
BUT they can get a 30 day extension by getting a letter from their embassy (due to the Russia/Ukraine war) and they should be able to apply for a 60 day covid extension until May 24th when the program runs out
