Can a Russian Tourist Visa in Thailand Be Extended for 7 More Days After a 30-Day Extension?

Hi! Could you please answer the following question:

A person is in Thailand on a tourist visa. He is going to extend it by 30 days. Will he be entitled to extend it by 7 more days providing that he has a return ticket with the return date within this 7-days period? The person is Russian.

Thank you everyone. This isn't a visa on arrival, this is a regular 60 days tourist visa. Yes, I meant the 7 days grace period just didn't know the right wording for that.

if its a Regular Tourist Visa of 60 days...it can be extended added 30 days for 1,900 Thbaht at Thai Immigration

But at first read it appeared to be a way to stretch 60 days into 7 added days.

There is no 7 day Extension of Stay. it depends on the Immigration Office if they allow him to apply for a new Extension of Stay and then not approve the application or just tell him to make a border run for a new 30 day stay.
