In Chiang Mai you can get re-entry permits at EITHER of the two immigration offices.

The main one by the airport sells them all the time during open hours

The one at Central Festival Mall ONLY sells them until 12 (when they close for lunch)

Re-entry permit can be requested any time. I always get one directly after my yearly extension. Mornings or in the afternoon. No difference.

Only the resident certificate should be requested/picked up in the morning
