I am not sure that the re-entry permit counter there is open all the time.
BUT
the up side is the immigration office is right by the airport so you could go there BEFORE you went to the airport to catch your flight. ;)
you can get re-entry permits at your local Immigration Office from the day you have an Admitted or Permitted until date stamped in the passport. But the re-entry permits are normally open as long as there are international flights for those who like to gamble with last minute preparations.
