Hello!

If someone has a educational (self defense) visa obtained in Chiang Mai, what is the procedure to get a Re-entry permit from BKK on Sunday morning, before 1pm?

Note that there is no reentry permit office located at Immigration 3

No, as you enter the Immigration 2, in front of you are the Immigration Booths and on the left hand side there is a way to go to the re-entry permit office. There is a booth on the way where they do a 200 baht photo and application service that can be avoided if you bring the photo and application completed from home.
