According to this post from the Sydney consulate, airlines will be checking to ensure you have vaccine or test, or you won't be traveling.

From 1.7. foreigners don't need the Thai pass anymore....

I didn't say anything about the Thai Pass. I said the airlines will be checking to see if you have vaccine or Covid test. Which is exactly the same thing that the screenshot you show says is required.
