Has anyone recently applied for a Non B visa through the eVisa system in Penang?

It’s been almost two weeks now with no update or progress, so just trying to get a sense of current timelines and whether this is normal.

I tried a non O in November there. The staff went out of their way to delay, delay then block with a bogus reason
