It remains very difficult to get a metv visa now. Before it was much simpler. Now only in Rome they issue visas and it takes three days of time!! Before I went to Genoa which was closer to home and in three hours they gave me the visa. They also ask to pay for six months' health insurance before you make your visa and tell you not to buy your ticket before you have your visa. They tell you to only make a presentation of the ticket that only a travel agency can do.

TLDR : Answer Summary
Obtaining a METV (Multiple Entry Tourist Visa) for Thailand has become significantly more challenging, particularly as many Thai consulates closed during COVID-19. Currently, only the main embassies, like the one in Rome, are issuing visas, which can take up to three days. Previously, it was easier to obtain the visa from smaller consulates, such as in Genoa. Applicants are now also required to purchase six months of health insurance upfront and are advised against booking tickets prior to visa approval. Consulates may have varying rules regarding necessary documentation for tourist visas, further complicating the process.
The government's of the world are out of control right now . They gave themselves so much power during covid and no one said anything about it . Now they are going for total control .
Many small Thai consulates around the world have closed since Covid. Now only the main embassies issue visas or use the evisa system. Each seem to have their own interpretations of the rules, where some will require a ticket and proof of some accommodation before issuing a tourist visa.
It is not possible to have to go crazy to make a visa and wait three days in Rome. Do you know how much a hotel in the capital costs in the summer? This is not possible in 2022
Almost all European embassies have switched to the evisa system. I do not know what Rome uses. Perhaps it’s still the visit the embassy or post in your passport for a sticker routine.
not sure how that computes to your question. Vietnam is quite some way away from Rome. It may be 2022, but I don’t think my geography info is too out of date.
