First of all, thank you to the moderators for taking the time to host the platform. Question for the group on Thailand METVs:  My wife and I are from the US, and are planning on staying in Italy for three months before visiting Thailand on an METV. Can we apply for the METV online while in Italy? We don’t want to apply for it while in the US, because our Italy portion of our trip would eat up three months of the six month visa.

Sorry, to clarify, I was planning on applying online. I read through the documents and it specifically says that we won't need to GO to the embassy/consulate and that everything is handled through email/online. Does that help? I'm wondering if we have to show a US IP address when submitting?

I think you can apply the day before you leave online, it'll take them 3 wks to approve it, and I think you just have to use it 3 months after approval. They email you the visa so you just need to print it out in Italy.

Don't think so. The METV becomes valid when approved. Every day before a person enters Thailand after approval means one less day METV before the METV expires.

In theory: no. In real life: yes. How could the Thai consulate in the US know where you are filing for the electronic visa from? Sure, they could ask for a flight to Thailand out of the US. But there are solutions to come by such proof, if needed. The visa is not bound to any specific flight or port of entry, once issued.

Unfortunately you can only get the METV from your home country, and you must apply through the embassy in the country you are physically in. If you tried to apply through the US while in Italy, they would expect you to show a flight from the US to Thailand.
