I'm looking for an agent (preferably in Bangkok or Nothaburi where i reside) for opening a thai bank account as it makes paying rent and all the bills much easier and would also be very nice to be able to pay with QR. my friend recommended Siam Legal but sadly at the moment they can't help Dutch nationalities and when searching online i find some companies but they ask around 28K baht which is in my opinion not worth it... and heard most agencies do it for around 5k Baht which seems reasonable.

Last week I visited 3 Banks and all of them told me it was impossible with a tourist visa. Finally girlfriend opened a 2nd account for her and I can use a credit card.

Wait 3-4 month then open the bank account yourself, and forget about agants, especialy those who are dishonest and try to mislead people to think they are a Thai Embassy.
Reconsider if a Thai bankaccount is need-to-have or nice-to-have.
Banks in Thailand are like everywhere in the world, interested in having good stable custormers, that have a permanent address, a steady easy traceable income, and use the account all year round.
That is why the banks are reluctant to give accounts to people on short time ( read: tourist ) visas, and who only spend part of the year in Thailand.
Donโt expect to get a residence certificat, until you have stayed at a permanent adress in at least 3 month, since that is what the residence certificat should confirm.
Furthermore the added attention on whitewashing of money, is an added burden on the banks, so even depositing large amounts isnโt a guaranteed way to open an account.
The value of a resident certificat, had gone down, since Immigration Officers are giving them to people that are not on a longterm visa, or have stayed severel months at 1 adress in Thailand, so even if it is a formal requirement, the bank make up their own assesment of the stability of the want-to-be customer.
try all the banks but try Bangkok Bank first in each of the venues. From experience they are the best bank for dealing with immigration issues. Because you have a long term property it should be possible. If you can get a list of requirements post them and I am sure people will be happy to help you meet the requirements. It's simple: if you are in Thailand often, you don't need to go to the ATM or change money anywhere. The exchange rates are better and almost free of charge if you get the money with Wise transfers money to your account. You can pay with a QR code and hardly need to carry cash around. As I said, it is always an advantage when staying several times because I don't need a business
To pay bills or buy things using the electronic payment systems that can only be set up with a Thai bank account. I remember being in UTapao Airport and only having vending machines available for drinks which only accept electronic payment which requires a Thai Bank account to set up. No cash option.
