Get an agent in a touristy area, sucks but you have to pay the agent. I tried and couldn't get an account either. Thailand makes you go through hurdles to get a retirement visa or even a bank account.
It’s almost impossible without a long stay visa now unless you get an agent to assist you. As Andy states there’s several agents in the tourist areas who can assist you. You’ll need to get a TM.30 from a hotel and minimum 15 days left on your current stamp. Fee 3500-4000 thb.
There are very few agents outside the tourist areas that I'm aware of, there are lots of visa agents in the tourist areas, such as Pattaya that would assist you with opening a bank account.
