Good morning. Is the TM 7 the proper form for extending an OA non imm long STAY? Has it changed at all in the past year beyond asking for the TM 30?

Check the requirements at your local immigration. There are differences depending on the immigration. Example; TM 30 is a demand at many immigrations for many years. Some did not ask and might still not ask it.
they don't do a TM30 when you stamp in to the country ๐,
you GO to your immigration office and file one
OR
the landlord of where you're staying does or you do it online.
I believe you have your wires crossed about stamping IN to the country with going to the immigration office where you live and filing a TM30

The TM7 is the form for ALL extensions no matter what type you're applying for
As far as getting a yearly extension on an OA visa that you got in your country before you came here, you now need to have 3 million (100K USD) insurance not the previous 40k/400k out/in-patient coverage.
