Is There an Investment Visa for EU Nationals Looking to Buy Property in Thailand and Can They Apply for the Elite Visa from the UK?

Im wondering if there is an 'investment visa' available to a EU national who wants to view/buy property here, and if so what that entails... alternately, can you currently apply for the 'elite visa' from the UK ( or Spain) and if so, what is the usual wait to be approved so you can enter Thailand. Im assuming in both cases, should they be possible, the 14day government quarantine applies. Many thanks in advance.

Re the Elite visa, yes you can apply from UK or Spain and mine took just 3 weeks last year but now maybe a couple more weeks or so I hear.
