Yes, you can apply and transition to an Elite visa from any visa inside the country, however they can only stamp you in Bangkok.

Thailand Elite. In fact a friend of mine who is a member did a renewal for the 20 year one and already had a valid elite visa and told her had to leave and come back to get the new one. Garrett ***********
