Can foreigners apply for elite visa within the country if their non b expires?

Answer summary

Foreigners can apply for an Elite visa from within Thailand even if their Non-B visa expires, but they should not be on overstay. The application must be processed in Bangkok.

Yes, you can apply and transition to an Elite visa from any visa inside the country, however they can only stamp you in Bangkok.

However, you shouldn't be on overstay.
