TLDR : Answer Summary
There is no limit to the number of times one can obtain a Non-Immigrant O visa while married to a Thai national, provided that the correct paperwork is maintained and the marriage remains intact. Many expats have successfully renewed this visa annually for over a decade, and after three years, there may also be a pathway to Permanent Residency.

I know people who have been going to the thai consulate in Lao and getting those year-long, multi-entry Non-O visas based on marriage to a thai for 10+ years now. Every 15 to 17 months like clockwork.

so you are saying if you are on an OVisa (marriage) for 3 consecutive years with no work permit you can qualify for PR? That means having not worked in Thailand.
