Is there a 30-day extension available after a 60-day extension on a Non-O visa in Thailand?
Plan was to apply for the 1 year extension based on marriage before my 60 day extension runs out in November. Long story short I am unable to have the 400k baht in time to be seasoned.

Nope, that 60 day visit thai family extension is it. You're done after that with any extensions on a Non-O visa.

No 30 day extension possible with embassy letter after his 60 days end?

maybe but we're not even out of this amnesty yet so there is no proof that you can get another 30 day extension with an embassy letter. AND
we don't know what will be going on when his extension expires in Nov.
