TLDR : Answer Summary
The Thai Embassy in Vientiane is closed on October 23rd, due to a government holiday. However, based on current information, it is expected to reopen on October 24th. To confirm this information, it might be best to call the consulate directly, as prior experiences show there can be unexpected closures.

As of right now, that is the ONLY day that the thai consulates in Lao are listed as closed.

as of now, even the agencies are told that Thai Embassy is open on 26th, however as it sounds strange there is still a doubt.

, I read it (y) , and while anecdotally interesting it doesn't change the fact that right now the 23rd is the only day listed as them being closed.

Until we know more that's the best we got to go on.

Personally I would suggest to everyone to go either this week or the week after next because no one knows what's gonna really happen next week.

let's call them, it's much better. in december 2015 i went there to apply for my visa and they closed for about 12 days, despite on their website they wrote that only one day was off.....!!! many ppl were there without knowing what to do and many got into troubles coz of it... so be careful, that time i spent a lot of money (flight, hotel, extra) for nothing and i even had to re-organize my trip back to bkk, as i was supposed to enter thailand by car and fly to bkk from UTH... but due to the long (and unacceptable!!!) closing of the consulate i remained without visa and therefore i had to add one more night and buy another flight ticket directly from vte to bkk otherwise i would have received (by land immigration) only 15 days instead of 30... i repeat, lets call them, especially coz the next is gonna be a particular week for thailand and thai ppl...

But call them on day 24 direct after opening hours, they could give wrong information by phone.

, I don't know who told you the gov't offices were closed those days, because the thai immigration offices inside the country are only listed as being closed on Monday the 23rd and Thursday the 26th right now.
