Today a gentleman from France living in Spain asked about applying for an O-A Visa from the Thai Embassy in Spain.
The O-A Visa (used for retirement) is ONLY available from YOUR HOME COUNTRY. The only exception may be IF YOU CAN PROVE RESIDENCE in another country where you are living.
In the Frenchman's case, he was not in France and wanted to apply for the O-A in Spain. However he cannot prove residence in Spain. Therefore he cannot apply for the O-A in Spain.
He must return to France to make application.

But.... We do not make up the Thai Immigration rules. The Foreign Ministry does. And those rules are at times varying in use by Thai Consulates and Embassies worldwide.
That also is true inside Thailand... from among the 70+ Immigration offices nationwide governed /operated by the Royal Thai Police

TLDR : Answer Summary
A French citizen currently living in Spain cannot apply for an O-A Visa (retirement visa) at the Thai Embassy in Spain unless he can prove residency there. As the O-A Visa can only be obtained from one's home country or a country of residency, he must return to France to complete the application process.
