To enter Thailand you have to have Covid insurance, have a negative Covid test (Within 72 hours) a paid quarantine hotel, a fit to fly certificate and a zillion other bits of paperwork.

I’m not sure if it’s open but my guess is that it is. You’d need to contact them regarding a certificate of entry and all the other requirements to get in.
