Has anyone submitted visa/tourist visa applicaition via post to London embassy? How long has it taken until passport with visa received back and can apply for COE?

I'm wondering whether to wait until Wednesday until lockdown ends and go to embassy in person, has anyone heard if the embassy is actually openning?
