Hello, We live in uzbekistan and we would like to apply for a touristic visa but the website says we need to apply to the embassy in russia. The problem is we need a visa for russia. Can we apply through an agency or is there another alternative?

So you can submit your application online, but you would still need to pay in person if it's like similar Thai embassies that do not accept online payment. You would either need to find a way to pay without going to the embassy, or have someone else go to the embassy and pay on your behalf.
I don't know about Moscow specifically, but in Laos you can have anyone pay for your visa application after you apply. I assume it would be the same at other embassies who are not on the payment system yet. But I can't say yes or no for sure.
All applications for Thai visas are done online. Log into the evisa website and select your passport nation, your location and where you want to apply through. No need to travel unless you're currently in Thailand.
