What are the options for a tourist visa extension and medical visa in Thailand?

Good morning!

My girlfriend applied for a tourist visa in Minsk, Belarus for 3 months. We wanted to apply for 2+1 months, which is mentioned everywhere that we can get tourist visa for 2 months and extend it for 1 month after going to Thailand. But the consul in Minsk said it's possible to book for entire 3 months together and so we had to book a return flight ticket fully paid after 3 months from Bangkok to Minsk. 

She got the visa yesterday and she was supposed to get the visa starting from 9th of January to 7th of April 2022 , but she got the sticker visa starting 29th of November,2021 to 28th February, 2022. The consul said that it's Thai government decision and they can't do anything about it. Does this happen all the time and do you have any advice for this? The return flight ticket money will be wasted if the airlines doesn't refund money based on the visa issuance. 

I have recently got a job in Thailand so I have the employment visa and we will be reaching Bangkok at the same time i.e 9th of January. I will be traveling from India  We were expecting to get 3 months TR visa for her and then extend it on covid grounds if possible and she will be trying for a job while there but now it's too less time for everything. 

Another question is we have recently diagnosed a health issue that is on-going for her and wanted to know if it's possible to get a medical visa after reaching there and do the surgery there.

First question is about the visa:

On her visa the last date 28 Feb 2022, that is the last date she can use this visa to enter Thailand.

On Entry she will get a new stamp Admitted to stay until XX/XX/XX, a date 60 days later than arrival date.

Can you upload a copy of your sticker, with confidential information redacted?

The visa sticker and the amount of time you can spend in Thailand is different. You can enter on the last date of the sticker, and you'll be stamped in for the entire 60 (or 90??) days.

2. It's an extremely poor strategy to enter Thailand expecting a 60 day extension of stay based on unable to travel due to COVID-19. I'm seeing reports of immigration offices asking for flights home before issuing the extension of stay, and the length of time granted is up to the departure date.

I got it now. So the last day to enter Thailand will be 28th of Feb right and following that we will be able to get 60 days correct?

That is a single day single entry tourist visa. You will be granted 60 days on arrival, extendable ONCE for another 30 days at the local immigration office.
