That is for the 21 countries that get 15 day visa-on-arrivals to thailand when they come here. They usually pay 2000baht for them BUT there is a promotion now where they're free until April 30th

This has NOTHING to do with countries that get visa exempt entries

This is the list of countries that can get a VISA-ON-ARRIVAL

Andorra, Bhutan, Bulgaria, China, Cyprus, Ethiopia, Fiji, India, Kazakhstan, Latvia, Lithuania, Maldives, Malta, Mauritius, Paupa New Guinea, Romania, San Marino, Saudi Arabia, Taiwan, Ukraine & Uzbekistan.
