Unless the rules have changed in the last 5 months, yes you can. I did it without any problems, best consulate I've been to. When you enter the country they will give you a white slip of paper, this has your resident number on it - bring that with you.

You cannot get it anymore. You now need to be a bonafide resident of Hong Kong with a proper residency

How many months have you lived in Thailand in 2019?

In 2018?

Its a certainty that SE Asian Thai Consulates are looking closely at an applicants visa history. Thai Immigration is too.

It might be time to return to your home country of Romania and obtain a correct visa long stay in Thailand.

I was not in Thailand in the last 7 months, stayed there from December 18 to April 19 (2 SETVs, no extension). In 2018 only around 2 months in Thailand. Maybe it is better to go to Malaysia or Laos for a new visa, Romania is too far away :))
