Can a non-Chinese obtain a tourist visa for Thailand in Shanghai?

Hi. I have looked online and seen conflicting information, so thought I'd ask here.

Has anyone gone to Shanghai to get a tourist visa for Thailand. Some people online said it's not possible for non-Chinese. If you did get one, is there anything I need to know in terms of what I need to in terms of documents I would need to take. Thanks.

As I will be staying with a friend I wonder if a "Certificate of Temporary Residence" will help? I doubt it.

If you are there anyway, no harm in going and checking it out. Who knows what the current situation is. But I wouldn't travel there specifically with the intention of getting a Thai visa.

Everything I have heard is that it is not possible to get from China if you do not have residence. I have heard of people who even DID live there but as a dependent, having problems, because they didn't have whatever piece of paper establishing Chinese residency the Thai embassy wanted. Note this is just mainland China, there is no problem getting a Thai visa in Hong Kong.

You don't have to be Chinese but you do need residency in China if you are not Chinese.

I do see futher down they have this though, if you can get in conjunction with a "guarantee letter":
