I'm trying to get my first non-O based on marriage. I think/hope we have a handle on the paperwork. We'd like to do in Vientiane but I see many people go through Savannakhet. Does anyone know if it's possible in Vientiane?

now we're getting somewhere.. All you need to buy at either Vientiane or Savannakheht is a 90 day single entry Non-O visa based on marriage.
THEN once you come in you'll get a 90 day entry stamp and when you have 30 days or less left on that you go to the immigration office and apply for your yearly extension of stay by meeting the financial requirements and submitting the correct documentation. As a rule when you apply for a yearly extension it goes under consideration for 30 days then you go back to get the year extension inked into your passport. AFTER you get that year extension inked in you can buy a re-entry permit that will let you exit/re-enter the country for the next year.
I was confused on that I don't want to play the multiple entry game as I did on my Non B. I have money enough money in the bank (mostly borrowed) but not for two months. I'll get the 90 day and extend from there.
I think what is confusing people (and possibly you with the suggestions you're getting) IS we don't know if you want to get a 90 day single entry Non-O visa based on marriage and THEN apply for a yearly extension of stay at the immigration office where you live by meeting the proof of 400K baht in a thai bank account for 2 months before you apply
OR
IF you are wanting to get a year-long, multi-entry Non-O visa from a thai consulate nearby (that doesn't require proof of funds to issue that visa) and where you'll get a 90 day stamp, then when it runs out you exit/re-enter the country to get a new 90 day stamp and you do that the whole year the visa is valid for.

it is possible in Vientiane but you can only get the Single Entry Non Immigrant O Visa.
1 year Non Immigrant O based on marriage without finances:
Copy of:
front&back of the original marriage certificate
front&back of your thai wife's i/d card
thai wife's house book listing
data page of your passport
lao visa and entry stamp (only Vientiane or Savannakhet)
Letter from wife addressed to Consul (Only HCMC)
2 passport sized photos
a filled out application form
Show the original wedding certificate
you sign everything with your name on it, your wife signs everything with her name on it meaning you both sign the marriage certificate
Those things and 2000 Thb get you a 90 day single entry Non-O visa based on marriage.
Or 5.000 Thb and you get the 1 year Multiple Entry Non Immigrant O visa based on marriage only at Savannakhet.
