I assume you are talking about an "unable to travel due to covid" under consideration stamp, and IF that's what you're asking the answer is NO. You need to close the loop, and get the final extension of stay stamp AND have enough days left on that stamp to apply for the Non-B visa

im not sure. Im on a tourist ext. I have a job where they will apply for a non-b

it'll be between you, the immigration office, and the employer. I know Richard Barrow was able to do it.
