TLDR : Answer Summary
The normal waiting time for a Non-B visa application at the Thai Embassy in Kuala Lumpur is generally one day for application submission, with pick-up available on the next working day. However, it is important to note that the embassy accepts and processes a limited number of applications daily due to high demand.

Never had a problem getting a 1 year Non-B in Penang or Kota Bahru.
17 years of Non-B visas and KL refused my visa because of "too many stamps" which is ridiculous :-)

Do they ever issue the 1 year NON B multiple ? Or just single these days

Yes Kota Barhu , it's a lovely, beautiful picturesque town just across the border
, I have not read any reports of KL issuing year-long, multi-entry Non-B's. In fact I remember back in 2012 when KL stopped issuing them.
Right now in the area it's only Penang

the clients that i would send there, some have their own thai companies & some are employees. many are looking for a change for their trip from KB & Penang especially with the ease of flying Surat-KL-Surat but I'm still fairly sure that they only issue the single as far as I know

Just saw this on the same page at the bottom, be on time: Due to the very high number of applications, the Royal Thai Embassy is able to accept and process only 130 applications per day.

Normail is apply day one, pick up next working day. Make sure you use their checklist:
