Can I check if anyone knows if this qualifies as a legit TM30 submission?  Can I print this out and use it to apply for Residency Certificate and keep it inside my passport?

We've been out of the country for 2 weeks and Returned yesterday, and today wife went to re-register me and was told its OK no need as I don't leave the country often!. In the last 10 years I've been out 6 times and wife re-register everytime.
