I note for a non-immigrant O-A visa application, evidence of no criminal record is required from your county of residence, but it appears is less clear if this is also needed for a non-O type application (which is what I will be doing).
If it still necessary (and that would seem logical), what is the easiest way of downloading a non-O type application form, as to obtain a Certificate of Clearance from the police in Singapore where I currently live, one of their requirements is documentation to show the need for such a report to be produced.

Most embassies do not require a criminal history check for a non-O visa. Singapore's system is completely online so I doubt there's a form you can download. Check with them to see if they require it and if they can provide you with a letter or something if they do require it.
If all else fails you can go to Thailand and apply for the non-O visa there.
Thanks for the fast answer, and my plan is to apply for a non-O visa in Thailand but I don't want to find out only then that I need to produce a police report from Singapore as getting one then will be troublesome to say the least and certainly require a return visit to SGP.
non-O visa application inside Thailand does not require a criminal history report. It's only sometimes required if you apply at an embassy outside of Thailand. The non-OA is ONLY available from your home country and has much more requirements than a non-O including criminal history and a health certificate.
