Planning to retire in Thailand. What kind of criminal background check is necessary? Can it be State or FBI? Please help.

No I'm sure you don't need to do a police check if you do a non-o. If they can do as you say, why do they ask for the police check?

Should be at the national level. There are a few services you can use for the FBI one (they're listed on the FBI's website) that get them in a few days.
