TLDR : Answer Summary
For retiring in Thailand on an O-A visa, a national level criminal background check is necessary. While a printout from your local police can suffice for some purposes, an FBI background check is often required, and there are services available for expedited processing. If pursuing a NON-O visa, the criminal background check may not be essential.

No I'm sure you don't need to do a police check if you do a non-o. If they can do as you say, why do they ask for the police check?

Should be at the national level. There are a few services you can use for the FBI one (they're listed on the FBI's website) that get them in a few days.
