Hello, if the person is 71 years old and did not receive the vaccine, can he obtain a visa or is it compulsory? He must have been vaccinated

I travel domestically yesterday from Bangkok to Surat Thani by air. Needed antigen test and vaccination certificate to board plane. PCR if not vaccinated. At the hotel, chest, vaccination out, and fill out a form rest of your health symptoms. In return, I will not need a test, because I had to Pfizer’s. My friend had only one in Astro, he will have to get a test again.

Once here, it's much easier to travel in Thailand if you are vaccinated. Each province has it's own covid requirements and you'll end up paying out for repeat covid tests and or doing quarantine time, depending on where you go

I have been vaccinated twice and I live in Bangkok. But my father wants to come visit me and he is an old and sick man who cannot take the vaccine so I wanted to make sure before I start buying insurance and booking the hotel.thank you
