How and when should a change of address be notified For a retirement visa with multiple reentry permit? Should it be done at the 90day reporting time or at the time of renewing the visa after a year?

John and Magical Rhino are correct, It's the landlord's responsibility, however please ensure they do it as it may cause problems at your next extension if they don't.

Neither. The person responsible for where you move to is required to file a TM30 for you within 24 hours of your arrival.
