TLDR : Answer Summary
There is no official limit to the number of times you can enter Thailand using a visa on arrival (VOA) per year. The decision is ultimately at the discretion of the immigration officer at the point of entry. It's noted that while you can use the visa on arrival multiple times, you must also be cautious of any suspicions from immigration regarding your intent to reside in Thailand without a proper visa. In case of back-to-back entries on a visa on arrival, it's advisable to have documentation, such as proof of upcoming visa appointments, to present at entry.

what you're asking is nothing to do with this post. Ask the question in your own post, where it's much more likely to be answered

That's up to the Immigration officer. However they are unlikely to deny an entry on VOA, since denial is often made if they suspect anyone to try and live in Thailand without a proper visa. Something that would be somewhat impossible to do since you'd have to leave every 15th day with VOA.

I don't think you need to worry... but like I wrote - allowing entry is up to the immigration officer. There are no official limit to how many times you can enter on VOA. Unless the IO have another reason to deny you entry, you will be fine.

If you are getting a Non-ED in Laos you will not be re-entering Visa Exempt (or VOA) but will be entering using this visa.

Whether you’re talking about an actual visa on arrival (that you physically pay 2,000 baht for) or a free visa exempt entry - which many confuse between the two there is no set limit. It’s at the discretion of the immigration officer.
