Is the three visa on arrival limit per year being enforced in Thailand?

Hey does anyone know if the 3 time maximum visa on arrival per year thing is actually being enforced? I have family visiting over December but want to go overseas - just wondering if they will be let back in! (This visit will be their 3rd for 2017).

There is only a maximum for 2 Visa Exempt Entries by land or sea borders. As far as I understand there is no maximum on Visa on Arrival, but that Visa is only for a few countries.

As far as the rules go there are no limitations on Fly In/Out only 2 land border crossings per year....
