US citizens cannot get Visa on Arrival. They can get visa exempt.
There is no law about how many times you can enter visa exempt per year. The only thing that's written policy is that you can only enter 2 times visa exempt per calendar year at a land border.
But you can't live in Thailand using visa exempt or other short term entries because eventually you'll be pulled aside at immigration and grilled about why you're spending so much time in Thailand and at some point you'll be denied entry.
