, I don't know exactly because not all that many people go to the thai consulate at Phnom Penh (mostly because of the long turn around time) :/
BUT I would recommend you meet all of the 3-proof-ofz;
proof of onward travel within 60 days
proof of 20K baht in a bank account
proof of a hotel booking.
It'd be better to have those than get there and get denied.

Yeah but for a tourist visa do i need a plane ticket that shows im getting out of thailand after my visa is done?

David Day Vientiane is next day: apply morning day 1, pick up afternoon day 2. Most consulates are like this, Phnom Penh is peculiar in taking 3 days (3 days= submit Monday AM, pick up Thursday PM)
