it's like $268 ish but you do need $15,500 in an american bank account for 6 months or be making a certain income.

honestly It's not specified you just need proof of incoming consistent income or get a letter from your remote employer stating so.

On the Thai embassy site in the Uk it states 3 months prior but I would say anytime as it’s valid for 5 years

Generally 3 months on other tourist visas but some start from request date others from issue date. DTV suspect from issue date.

You have to apply for it out of country and you can apply for it have never been to thailand before

You are not limited to applying for if you’ve never been to Thailand before. Many people have successfully applied with previous entry history to Thailand.

The visa is valid for 5 years, so you can apply for it up to 5 years before you will travel. Though that would waste most of the validity.

Many embassies will not process an application if you put your travel date greater than 90 days away though.
