TLDR : Answer Summary
You can renew your retirement visa in Thailand within 30 days before the expiration date. Since your current visa expires on February 25th, you can start the renewal process as early as January 25th. Some sources suggest that a renewal might be acceptable up to 6 weeks (or about 45 days) in advance.

You can apply 6 weeks before, it might even be 45 days.
6 weeks is close enough.

You can apply for a new yearly extension at most offices when you have 30 days or less left on your current stamp <- so if your current stamp runs out Feb 25th you can apply any time after Jan 25th ๐
