TLDR : Answer Summary
A temporary government shutdown does not invalidate your Non-Immigrant B visa; it remains valid until the specified expiration date or, for single-entry visas, until the stay date. Additionally, if you need to terminate staff due to the shutdown, you must adhere to labor laws regarding severance pay.

I will add if you let staff go because of Covid, they are still entitled to receive severance. Meaning you could end up liable for 1-10 months salary depending on how long they worked for you, by LAW.
Your Non Immigrant B visa stays valid until the valid until date on the visa or if it was a Single Entry until the Admitted to Stay date.
Your other question, I deleted but will answer here, if your Thai staff leave your company you have to deal with the Ministry of Labor, the tax office and SSO office.
Normally your Work Permit becomes invalid if you do not meet the requirements of having the 4 staff in your company. It does not effect a Visa you got from a Thai Consulate but it does effect your Extension of Stay, the big stamp from Immigration.
How this works out at the moment in this crisis due to the virus I do not know, your best option is to contact your Ministry of Labor and ask how they handle this.
Re my 2nd question, is the visa still valid if Thai staff leave for reasons due to the Covid-19 crisis and the number of Thais falls below the minimum needed to be employed for a foreigner to hold a B Visa (and Work Permit)? Or if the Work Permit becomes invalid for that reason?
