I had to get one a few years ago when I retired and relocated to Thailand ... I lived in the San Fernando Valley at the time. I went to the local LAPD precinct. They sent me to a sheriff station in Norwalk to get the police background report. It did not cost anything nor did it take long ... less than an hour ...
You might try the same as you mentioned ... go to your local LAPD precinct, sounds like West Hollywood, and ask them.
