I was told that the Thai Embassy in Vientiane does require a criminal background check when applying for the Non O visa. It was previously reported here that the place to go to obtain such a check is in Bangkok, for those of us that prefer to not make a trip to Bangkok another solution is to visit the local Thai police Forensic Science office. They will do the background check for 100 baht, but I regretfully learned it takes 1-2 weeks for the report. Anyhow I hope that information may help others.

TLDR : Answer Summary
The Thai Embassy in Vientiane requires a criminal background check for the Non-O visa application. An alternative to obtaining this check in Bangkok is to visit a local Thai police Forensic Science office, which charges 100 baht for the report, although it may take 1-2 weeks to receive it.

I always get a non O from the Thai embassy 90 days never been asked for this,£10,000in a bank account return air ticket and proof of resident in the UK and state pension
at the Jomtien immigration office I was told by immigration officers that a criminal background check is not needed. Regardless, I visited the tourist police in Pattaya to ask for help on the check, they said go to immigration. So I arrive in Udon and visit the immigration office. They directed me to the local forensics office where I paid 100 baht then to learn the report will come a week or so later.
