How can someone transition from an amnesty visa to a Non-B work visa in Thailand?

We have been reading and following on posts and this group for about 2-3 weeks to get a clear direction or successful case of people getting off amnesty visa. Yesterday we saw comment reply to a post (Linked below) saying that she was able to do so using this letter. So, today my friend went to CW presenting this document and he was able to get back on his Non-B work visa until amnesty period end.

His original Non-B work visa expired on 25 March 2020, and all the borders got shut down on the same day he plan to do visa run. He manage to get his visa stamp which expire on 28 April 2020 at CW using letter from U.S. embassy. After this visa expired he have been on amnesty and in order to switch or extend any type of visa you must have to a valid visa stamp first so he have been asking the U.S. embassy to issue letter, but they wasn't giving that out until recently.

At first he plan to get his visa extension using letter from the U.S. at MT, but we saw this post from Julie. I read this letter and clearly ordering the immigration staff to put a stamp on passports, because many foreigners are facing issue contacting government offices.

So he print out this letter and went to CW and they have him fill up some form, and got Non-B visa stamp which will expire on 26 September 2020. No question was ask, except why didn't you come sooner. No ask of letter from embassy and no fee.

You need to tell your friend that they DO NOT have a Non-B visa yet :O

All they have is the free stamp that took them from the no stamp amnesty to stamped amnesty.

They still need to go back and apply for the Non-B visa AND they need to do it before Sept 11th because the application will go under consideration for 14 days before you go back and get the Non-B and a new 90 day stamp inked in and the 11th is the last day you can apply and have enough time on this current stamp.

I was actually surprised myself, i thought he would get normal stamp that say nothing on his passport just like the one that expired on 28 April

. I told him to find out from the immigration officer whether he can apply for Non-B in thailand and what documents will he need. That's when they told him you already have Non-B and guide him to get queue for business visa extension after his old stamp was transferred to new book. (he have a new passport so he did transfer his stamp first.)

He was told by the immigration officer themselves that he already have Non-B visa. More so, it say on his stamp 'ธุรกิจ' which mean business. But yeah, we are preparing documents to get his visa extension hopefully before 11 Sept 2020.
