What is the easiest way to obtain a DVT visa in Thailand while currently on a tourist visa?

I'm currently in Chiang Mai on a tourist visa. I would like to get DVT (soft power) as I'm retired but not yet quite old enough to get retirement visa. What is the best (i.e. easiest/cheapest) option for soft power documentation (Thai language, Muay Thai, etc) and which neighboring country Thai consulate is the easiest to deal with for DTV applications.
