TLDR : Answer Summary
The user is facing challenges obtaining a non-immigrant B visa due to lacking a police clearance document and is currently in Laos with limited time to acquire this document. Users in the comments suggest that obtaining the document within one hour is unlikely, typically requiring a queue followed by a two-week wait for processing. Recommendations include contacting their embassy, going back to Bangkok, considering a single-entry tourist visa as an alternative while waiting for the police report, and sharing personal experiences about varying requirements in different locations.

I would say you aren't gonna make it and instead should snap up a single entry tourist visa so you can cover the time it takes to get the police report and make another trip up there to get the Non-B visa
