TLDR : Answer Summary
To obtain a Non-Immigrant Visa O-A for your spouse under 50 years old, you cannot apply directly for them. Instead, you should apply for the Non-OA visa for yourself. Following your successful application, your spouse can then apply for a Non-O dependent visa based on your status. This process provides a 90-day initial entry, after which an extension can be obtained at an immigration office.

You wouldn’t be applying for a Non OA for a spouse. If you apply for a Non OA for yourself then they can apply for a non O dependant visa for them based on your long term OA.
The visa would give 90 days on arrival and then when that’s winding down you go to a immigration office and get an extension which will they tie in with your dates.
