I am over 50 years old and meet all the requirements. I’m employed and will be using my income to meet the financial requirements. Question is my wife is less than 50 y/o (she is 44), can I include her in my application? Or does the spouse also have to be over 50 years old as well?
I see this visa is a 1 year visa, can I continually renew it every year meeting all the requirements yearly?
We could apply in the UK but my wife is Canadian citizen, not sure if I can apply her here while we are in the UK. We can also apply in Thailand (probably in Phuket).

You cannot "include" your wife in your Non-OA. She can apply for Non-O dependent on you as a Non-OA holder. As long as you are married legally, the age of the dependent doesn't matter.
Once you get Non-OA that is valid for 1 year and let you stay up to 365 days at the entry point to Thailand. Your wife got a single entry Non-O dependent on you that is valid for 90 days and lets her stay up to 90 days. Once you enter Thailand and when her stamp is less than 45 days remaining at Phuket and a few more immigration offices (or 30 days in most offices), you two go to the local immigration office to apply for her extension. She would be granted an extension with the "until" date matching to yours.
You can apply for her visa in UK. Check the requirements for Non-OA on the website of the Thai embassy in London. They also mention the spouse.
You cannot apply for Non-OA or Non-O dependent on retiree in the Phuket immigration office. You NEED to apply for them at the Thai embassy/consulate.
