TLDR : Answer Summary
To extend your 30-day holiday visa in Thailand by another 30 days, you can apply for the extension during the last week of your current visa validity. The additional 30 days will be added to the last day of your current visa. It is also important to ensure you have a TM30 filed with the Thai Immigration office.
These are the common found requirements for the 30 days extension of stay at your local Thai Immigration office...be sure to have a TM30 on file with the Thai Immigration office.

The 30 day extension is ADDED to your current ending date...
So no need to wait to apply for it...
However, IF your are using Jomtien Immigration office Pattaya... They will accept your application for the 30 days extension of stay during the final week of your current ending date.
IF you are entering Thailand Visa EXEMPT... You will be getting the 30 days extension of stay at the IT Square Laksi Plaza Thai Immigration office in Bangkok
